Requesting the Joint Committee on Government and Finance to make
a study of the need for cheerleading safety laws in and for
the State of West Virginia.
Whereas, The State of West Virginia does not currently have
any laws specifically addressing cheerleader safety; and
Whereas, Greg Webb, Vice President of the Universal
Cheerleaders' Association, stated that there are three key areas
where cheerleading safety could be improved in West Virginia:
(1) Expand the time allowed for practice to be like most all
other states; (2) require mats and spotters for competition; and
(3) encourage American Association of Cheerleading Coaches &
Advisors Safety Certification for cheerleading coaches;
therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to review, examine and study the need for cheerleading
safety laws or rules in West Virginia and what laws or rules
would be most effective in protecting the cheerleaders of this
state, and to make recommendations to the Legislature regarding
the same; and, be it
Further Resolved, That the Joint Committee on Government andFinance report to the regular session of the Legislature, 1997,
on its findings, conclusions and recommendations, together with
drafts of any legislation necessary to effectuate its
recommendations; and, be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint
Committee on Government and Finance.
